Over the weekend, Bud Black was asked, more than once, about a major upcoming milestone. That is, passing the late Don Baylor for the second-most wins among Rockies managers in franchise history.Black deftly danced around the topic and told anecdotes about pitching to Baylor during his playing days.“I think I hit Baylor more than any player I faced,” Black said. “He was a tough guy. He stood right on top of the plate and never moved!”Sunday, when the Rockies held on to beat the Mets, 11-10, in a Coors Field hit parade, Black notched the 441st win of his Colorado career, moving him past Baylor. Clint Hurdle, who led the Rockies to their only World Series in 2007, leads the list with 534 wins.Black, who led the Rockies to the playoffs in 2017-18 — the only back-to-back playoff seasons in club history —  has a 441-483 regular-season record, good for a .477 winning percentage, ranking third. Jim Tracy (294-308, .488) ranks first, followed by Baylor (4...

OAKLAND – The Oakland A’s have had four players come off the injured list this month. A handful of others will be eligible to come off the IL in the coming days and weeks.Considering the sorry state of the A’s pitching staff, no player will be welcomed back more than right-hander and 2022 all-star Paul Blackburn, who is set to start Monday against Matt Olson and the Atlanta Braves.Blackburn might not be a savior, but his return to Oakland can’t come soon enough, especially after the A’s were blasted 10-1 on Sunday by the Houston Astros, who set a new record for the 55-year-old Coliseum by hitting seven home runs.Yordan Álvarez hit two homers, and Jake Meyers, Chas McCormick, Jose Altuve, José Abreu, and Jeremy Peña each connected on one as the Astros swept the three-game series and handed the A’s (10-45) their 11th straight loss, their longest skid in close to three decades.Luis Medina gave up Meyers’ three-run shot in the fourth inning and allowed back-to-ba...

Alina Polyakova is the president and CEO of the Center for European Policy Analysis (CEPA). Matthew Eitel is a program officer for the Digital Innovation Initiative at CEPA.The European Commission of President Ursula von der Leyen vowed in 2019 to make “a Europe fit for the digital age,” dubbing the 2020s Europe’s “digital decade.”Building on the European Union’s flagship privacy law, the General Data Protection Regulation (GDPR), Brussels’s regulatory race to the top gained historic momentum over the past four years. And from digital markets to content moderation, artificial intelligence, cybersecurity, computer chips and data governance, the Commission has left little on the table in terms of regulation.Bolstered by mended ties with the administration of United States President Joe Biden and increased coordination with the U.S. through the Trade and Technology Council (TTC), the von der Leyen Commission seems to have achieved the impossible in an often rancorous 27-member bloc — a...
